broken tibia and fibula

My 19 year old daughter broken her fib and tib falling off a roof/ladder. A metal rod and screws were inserted into tib. Lower section of leg, right above ankle is location of break. Three weeks later, she is in a boot and supposed to bend her knee and flex her foot. Major mental block, can't get her to flex foot. Can't tell if she is anyways because foot is still very swollen. Bends the knee some. Help, how do I get her to work on this so it doesn't make rehab longer than necessary?
