Monteggia variant with orif recovery

My daughter had a Monteggia variant fracture that was treated with ORIF surgery. She is 9 yo and currently doing PT 3 times a week. The last apt her Ortho was hoping she would have more movement. She had pins removed May 8th and started PT May 9th. I am doing the exercises at home also. She has very little ROM. Is this the norm this soon after pin removal or should I be worried?
