delayed union, spiral tib/fib fracture

i fractured tib/fib in nov. 2006. i was uninsured and had no surgery. i was set in a cast for about 7 months, then the boot for about 4 months. i have been walking now for about 6 months. still have delayed union with the tibia. i also had no physical therapy because couldnt afford it. i still have bad pain when i'm on my feet too long. what kind of strengthening exercises can i do? running is out of the question, too painful. i know there is going to be some pain involved. thanks.
