tibia fracture

I fractured my tibia bone on my left leg on January 1, 2008. The break is about two inches above my foot. I am now out of a cast an am wearing a boot. There is healing but it is slow. Is it possible to begin physical therapy to restore muscle tone in my calf? I am putting some weight on the broken leg when using crutches or walker. I do have swelling in the foot and have been elevating it while sitting and at night.
