Calf pain--arthoscopic knee surger

My 87 year old mother had arthroscopic knee surgery two and a half months ago. Before the surgery she was tested for blood clots twice and there were none She had an MRI and it showe a torn miniscus. After the surgery she had physical therapy twice a week for six weeks. She is still having lots and lots of pain on the calf area. She ices it constantly and takes a pain killer to help it. She is not getting any refief. One week ago she had a cortisone shot to the knee, but her complaint is mostly to the calf area. Is there anything I can do to get her some relief from the calf pain?
