cheerleading ankle injury

My daughter is a high school cheerleader and was "dropped" out of a stunt, she fell and injured her ankle, xrays, MRIs and bone scan show nothing, she has had cortizone shots, ice paks, NSAIDs and even splints and a cast for 3 weeks, 4 weeks 2 sessions each time of PT, nothing has helped, still in chronic pain, yet is not a surgical candidate and nothing HELPS!!!! At 16 she is disabled and kept from enjoying life, what can i do.
