Post ankle fusion rehab

I had my ankle fused a little over 2 years ago. I lost the up and down motion in my ankle, I have been working at getting my calf muscle to look normal again. Without the up and down motion its looking like it's impossible, does anyone know of exercises that I could do that will help. My doc recommended walking as my therapy after my surgery so I've done a lot of walking and have no problem with that. Thanks in advance for any information you can provide.
