Is it ever to late?

Hello, a few years ago I snapped my left forearm in half during a wrestling match my freshman year of high school.

I never did get to go to physical therapy because right after I got out of my cast I went across the United States to visit family for the summer, the thought of physical therapy never crossed my mind.

Here I am in my senior year in high school, and the muscle still doesn't match its original size. I joined the weightlifting team this year, hoping to not only get stronger, but maybe work the muscle back into it.

It's been several months and it's still not back, no matter how much I work it out, but my right forearm seems to have no problem gaining muscle.

What am I doing wrong? I'm very athletic and I figured by at least now it would have come back. Is it ever to late to do physical therapy, and could it help me out?
