Broken tibia and fib.

I broke my tib and fib 3 1/2 weeks ago and at first my orthopedist said I would need surgery. When I returned to his office he said that my leg was healing properly and I could probably do w/out surgery. I forgot to ask him one question though. What can I start doing to get some strength back in my calf, thigh, and sensored?
