Prolotherapy

Subluxated my shoulder in August. Didn't see a Dr. Did it again in December, and again in January. Orthopedist took two mri exams: one regular, one arthogram. He said I should get it scoped, however, I had one of the top radiologists in LA look at it and he said that the arthogram was inconclusive, and even if it were a torn labrum, it might not even be that frayed. Anyway, to my question. What exactly is prolotherapy? and can it mend a torn labrum?
