Students evaluating

I had a quick question. Can a person that is going to school to become a physical therapist see and EVALUATE patients. I ask because we are in a family care clinic with a PTA, PT Aide(me), and a person that is still in school to become a physical therapist with a ways to go and she is doing evals. I know PTA's and aides do not do evals. I was just wondering the policy for students and if they would be considered an OJT or what. BTW, we have doctors that co sign our notes.
