I find I get reasonably consistent relief from Sarna (a menthol lotion) or it's generic equivalent available at Walgreens. It works best if I thoroughly wash and dry my arms just before applying.

I did go in and get that neck x-ray that my dermatologist recommended and found out I do have considerable arthritis in my neck, which was news to me. Now whether that is causing the itching or not could be determined by an MRI (the x-ray couldn't show that). I've not done that yet.
