Atlas question

My husband has been seeing a chiropractor for 30 days. His atlas vertabrae sits parallel to the top of the spine rather than at an angle. We've been given to understand that this is a bad thing and could be causing many symptoms he's dealt with for many years, that are consistently getting worse. Numbness in limbs, frequent passing out, vision problems, the list goes on. Does anyone have any knowledge about this type of thing? Been there, done that sort of thing? It's slowing destroying his life and we are looking for any help we can find. Thanks in advance.
