Dowagers hump?

I am 25 years old, 5'6 and weigh around 180 lbs. I am overweight for my size, but I wouldn't call it noticeable. I have started working out and eating better, but I still have a visible hump on the back of my neck. I have been told it is dowagers hump. Its hard and does go away when I stand perfectly straight, however, it is uncomfortable. I do have very dense breasts and wonder if that could contribute. If it is dowagers, can it be fixed? How?
