Subluxated first ribs

What can be done about subluxated first ribs? (There are no cervical ribs present.)It seems that cervical adjustments just make the situation worse, thoracic adjustments don't hold, and I've been in an awful lot of pain for two years, with my whole skeleton twisted.

Thank you!
