Chronic head pain

My daughter is 2 yrs old. Has suffered with chronic head pain since the age 16. She has had numerous falls, accidents, concussions thru the years. EEG's MRI's and CAT scans have always been neg. She is bipolar and recently been put on disability. Now she is able to seek real medical treatment instead the county clinic. She saw a chiropractor and he eels something is out of whack in her c-1. Went for xrays yesterday and waiting for followup. Could neck being out of alignment really cause debilitating chronic head pain for all these years and dr's not even consider it could be her neck? At 16 she was in a bad accident and "ate the steering wheel" she calls it. Sounds like that in itself could causef the injury this man describes. Has there been succesful relief head pain with chiropractic? All other options have been exhausted. Thank you.
